Mrs. McGovern spoke to a full house on her strategy to turn the Red Cross into an organization that was efficient and capable of providing the emergency services needed after large scale disasters and the everyday local disasters like home fires. Thanks to her re-organization of the local chapters and the consolidation of procurement, Gail was able to bring the organization around even while facing a mountain of debt.
